1. General Terms
1.1. For the purposes of this document, the following terms are used:
Operator - "OLBER" LLC;
User - an Internet user who uses the functionality and individual features of the Service;
Platform (service) - the "OLBER" service located in the OLBER mobile application, as well as its functionality and individual features;
Regulatory documents - legislation and normative acts of the Republic of Uzbekistan;
Executor (Service Provider) - a user who places advertisements in the Service or searches for, views, and accepts orders to respond to requests;
Service - services, work, activities, or other types of activities permitted under the legislation of the Republic of Uzbekistan;
Advertisement - a message published by the Executor or Customer and accessible to an unlimited number of users, containing an offer to provide services under the stated conditions;
Order - a message posted by the Customer requesting services, work, or tasks based on specified terms;
Customers - individuals who engage self-employed persons to perform services;
Response - a reply sent by the Executor expressing interest in fulfilling the Order;
Account - a set of data used to identify the user and access their personal settings;
Public Profile - an Executor's page accessible to all users containing service information, experience, and contact details;
Profile (Personal Account) - the section of the Service used to manage public profiles, content, and settings;
Content - any text, photos, or videos uploaded by the User.
1.2. The Operator provides the User access to the Service based on these Terms and applicable laws.
1.3. Use of the Service is governed by these Terms and the legislation of Uzbekistan.
1.4. By using the Service, the User fully accepts these Terms without exception.
1.5. The Operator has the right to modify these Terms at any time. Continued use means acceptance of changes.
1.6. If the User disagrees with new Terms, they must stop using the Service.
1.7. The Operator may collect anonymous feedback for quality and statistical purposes.
2. Use of the Service and Its Functions
2.1. The Service provides posting, searching, viewing advertisements and orders, responding to orders, and messaging.
2.2. The User consents to the processing and analysis of personal data in accordance with the Privacy Policy.
2.3. Authorized Users may create Accounts, place Orders, respond to Advertisements, and communicate with other users.
2.4. Communication between Users is provided via the built-in chat system.
2.5. Users may post reviews of Executors. Anonymous and named reviews are allowed.
2.6. The Platform may verify the reliability of Executors using identification documents.
2.7. The Service may automatically evaluate Executor performance based on ratings, responses, feedback, and order completion.
3. Posting Information on the Service
3.1. Users may publish Advertisements and service descriptions.
3.2. The Platform allows ratings for completed Orders.
3.3. By posting content, the User guarantees they have legal rights to offer the stated services.
3.4. Users must provide accurate, current, and complete information.
3.5. By publishing information, the User agrees that it becomes publicly accessible.
3.6. Executors may only offer services they personally provide.
3.7. The User bears full responsibility for the legality and accuracy of the posted content.
4. Limitation of Liability
4.1. The Service is provided "as is" without guarantees of uninterrupted operation.
4.2. The Operator is not responsible for the accuracy or legality of User content.
4.3. The Operator is not a party to service agreements between Users.
4.4. The Operator may restrict or block Accounts for violations.
4.5. Complaints about illegal content may be submitted for review.
5. Other Provisions
5.1. The Operator does not guarantee permanent data storage.
5.2. The User grants the Operator the right to use published materials for advertising and marketing purposes.
5.3. The content may only be used for personal, non-commercial purposes.
5.4. Unauthorized commercial use of content is prohibited.
5.5. Since the platform is free, consumer protection laws do not apply.
